Developer seeks your views on Adlington Road housing plans

Jones Homes have revealed initial plans for a new residential development on land off Adlington Road.

The Alderley Edge based developer held two consultation sessions last week which were attended by over 140 people who came to view emerging plans for a development of 218 homes on land to the north of Adlington Road.

The land has been safeguarded for development in the Wilmslow and Macclesfield versions of the Local Plan for the last 25 years and has now been identified in the council's draft Core Strategy as a strategic site which could deliver 225 homes.

The plans put forward by Jones Homes are for 2, 3, 4 and 5 bed homes, including 65 affordable houses.

The drop-in events took place at Dean Row Village Hall, where everyone was invited to see the plans and meet the team behind the scheme.

Jones Homes' senior planner Kerren Phillips spoke about the reasons why she believes these plans should be approved.

She told wilmslow.co.uk "Firstly we are beyond an adopted plan period, there isn't a new local plan in place and the local authority does not have a five year housing supply.

"The NPPF (National Policy Planning Framework) says that when they do not have a five year supply then they should look at sustainable sites such as this, which is between the urban boundary and Green Belt fringe.

"In the emerging plan, which has been heavily consulted on, this site is identified as a strategic site by the authority to meet their five year housing supply and development granted on sites such as this, which is not in the Green Belt, counts towards the five year supply and prevents the development of Green Belt sites."

Kerren continued "A lot of the applications made in Cheshire East are from speculative developers, Jones Homes are not speculative developers we are keen to deliver houses on the site as soon as planning permission is granted.

"We are also keen to create a whole new image for this development, with new house types, new elevations and a new product which will be in keeping with this location."

Jones Homes' development team will meet shortly to discuss the feedback from these sessions, along with postal responses. This will be followed by meetings with representatives of both Cheshire East Council and Wilmslow Town Council with the aim of working up a planning application by the end of the year.

Kerren added "We're pleased to have had such a positive turnout from lots of local people and there have been some very constructive feedback and suggestions for how we can further improve the scheme before we make our application.

"We'll review the feedback over the next few days and our architects and masterplanners will work to amend the scheme where possible to meet requests from our visitors."

In addition to building 218 homes, considerable investment will be made into the public open space on Browns Lane, including installing drainage on the playing field, benches and a footpath around the site. The homes will also provide the council with around £3m New Homes Bonus from central Government.

People have until 25th November 2013 to submit comments on the scheme. This is the first opportunity to comment, a second chance will be given when the application is submitted for consideration to Cheshire East Council towards the end of the year.

It is anticipated that if planning permission is granted work will commence on the site at the start of the summer next year.

And in that sentence we can all see why this development is going to happen regardless of local opinion.

No wonder people think our democratic process stinks.

But Michael Jones, Leader of CEC told residents who attended the meeting in Dean Row hall that this land would not be built on. Our Dean Row CEC councillor Paul Whiteley also attended. WTC have formally said that it's too soon to develop there and Residents of Wilmslow also have identified to CEC planners, plenty of brown field sites to use first.
I really don't understand democracy anymore or a developer's attitude that attempts to undermine our council, by starting to ride rough shod over them.
It's indecent haste by trying to take advantage of CEC on technicalities. The core strategy is not signed off. It should be and Jones Homes should wait. Ignoring what has been said by the CEC leader is highly unethical and it's even more unethical involving the general public.

"sustainable sites such as this". Adlington road a sustainable site? Road too narrow, high volume of traffic at peak times, no public transport down it, schools that already can't cope with the increasing numbers?

Definition - "Sustainable development is development that meets the needs of the present, without compromising the ability of future generations to meet their own needs."

Residents of Wilmslow (RoW) has been inundated by residents to the proposed Jones Homes Adlington Road development, with requests for assistance and advice on how best to express their disquiet and concerns over the proposed development.

As a result, RoW has issued the following advice notes - this has been emailed to our current supporters on our mailing list. If you wish to receive RoWs regular newsletters please see the contact details at the end of this comment.

There is considerable concern amongst residents living along and adjacent to the proposed above development on Adlington Road.

Comments:
1) The rolling 3 year average of house building in Wilmslow is way above the 20 houses per year needed to reach 400 by 2030. There is therefore no need to build at Adlington Road and certainly no need to build there before 2025, as stated in the draft Core Strategy.

2) The land is valuable open space and high grade farmland currently used as sheep grazing by nearby hill farmers.

3)The plans as displayed are in any case flawed in a number of respects including:
dangerous access and egress onto a very busy single lane ‘A’ road; highly restrictive access and egress to site; nearby blind bend; excessive traffic build up on Adlington Road; no evidence produced of a road traffic survey; the provision of affordable housing next to high quality housing which will devalue the existing properties; loss of trees with TPOs; disturbance, even endanger, to the known bat and newt population of the fields; no evidence of a full and extensive ecological survey; no evidence presented that appropriate provisions are to be made to safeguard such species and their habitats.

4) RoW insists Wilmslow's brown field sites earmarked and agreed with CE to be developed first, in line with HM Government edicts

5) The forthcoming housing development at Woodford (airfield) of 900c homes will have a major and catastrophic effect on all Dean Row roads, especially Adlington Road, and spreading through to the town centre and beyond.

6) No safe cycle lanes -cycling to become even more dangerous on Adlington Road & surrounding area

7) There must be no access to or from Browns Lane - to be kept as a quiet & safe country walk.

8) No evidence of an Infrastructure study – emergency services, police, schools, medical services, all of which will be overwhelmed and or obstructed by a mass influx of people and attendant needs.

First instance – ensure you complete your views to the above BEFORE MONDAY.

In addition, there will also be a further opportunity to submit opinions – that will be related to the current Pre-Submission Core Strategy, which is due to close on the 16th December. RoW is currently working on suggestions to enable you to submit your views on not only Adlington Road but on all the other proposed developments within Wilmslow’s Green Belt.
