Decision due on revised plans for Garden Village

Revised plans, submitted by Engine of the North (the property company owned by Cheshire East Council), detailing the proposals for the development of the Garden Village at Handforth are due to be determined by the Strategic Planning Board next week.

The proposal is to create one of the fourteen national Garden Villages on a 121ha site located to the east of the Wilmslow-Handforth Bypass (A34) and south of Manchester Airport Eastern Link Road (A555).

A hybrid planning application was submitted in May 2019 and this revised application remains in two parts:

  • Outline planning application, including: demolition works; around 1500 new homes; new employment uses; new mixed-use local (village) centre ; new green infrastructure; and associated infrastructure. All detailed matters (appearance, means of access, landscaping, layout & scale) reserved for subsequent approval.
  • Full planning application for initial preparation and infrastructure works including: ground remediation, re-profiling and preparation works; highway works; drainage works; utilities works; replacement A34 bridge works: green infrastructure works; and other associated infrastructure.

Changes and updates to the proposed development include:

  • Amendments to the Site Location Plan to correct ownership boundaries (west of A34),
  • Amendments to the Country Park (east end of village high street) to improve its design, levels, and future usage as a focal point for recreation.
  • Expansion of the School site to accommodate both primary and secondary school provision on-site, including sports pitch requirements.
  • Repositioning of the surface water drain pond linking to the watercourse at Spath Lane
  • .Inclusion of a Heritage Plan to protect the setting of the listed buildings at Dairy House Farm.
  • Provision of a potential Energy Centre to facilitate a district heating network.
  • Amendments to the replacement A34 footbridge, and associated planting, to further mitigate the impact on residential occupiers to the west.

The Planning Officer is recommending the planning application for approval at their meeting on Friday, 13th January.

I don’t see anything about one of the forty new hospitals or a unicorn farm; am I missing something?

A few years ago I attended a meeting regarding the proposals for this alleged garden village. I queried what effect all these new houses would have on the road infrastructure, the answer was that they had carried out a study and there would be no increase on the volume of traffic in the area whatsoever.
So perhaps Pete Taylor was not far off the mark referencing unicorn farms

One of the Theresa May Garden Villages announced to Parliament, when she was PM.Four PMs ago was it, or have I lost count?

I recall Michael Jones, a once CEC Leader announcing that Wilmslow etc would not need as many houses built if these plans were passed and that it was also worth a 3% pay rise for council employees. These parting words, I understand were
in two meetings.

So how much longer, or have I missed something, that meant 400 or so houses have been built on Adlington Rd and Dean Row Rd? How is that better for Wilmslow?

A 240 home development off Sagars Road (built on greenbelt following the 'Local Development Plans' reallocation of land) is still under construction in Handforth - just one point of access from 2 local service roads built for access to a post war Council estate which themselves are the sole access for the main road (B5358/Wilmslow Road). Yes, this development too was not going to affect the existing infrastructure/traffic (official statements based on 'a study'). It's all lies/window dressing, developers fairy tales; as yet not completed but I can assure you the traffic alone has become dire. Worse, another similar sized development on Dean Row Road plus (a smaller) development on Stanneylands Road both feed-in traffic to the same arterial (B5166/Manchester Road).
The Garden Village itself will substantially impact on the A34 (as will local traffic using the B5358/5166 and other local roads) and it should be noted that 'only' 1500 homes have been mentioned in these 'revised plans' - I recall the figure for the scheme originally used to clear the Garden Village was something in excess of 3000 homes!!

"30% social housing" - This is fine so long as it is for the right people, ie local/family/can not obtain a mortgage etc. but with thousands so called "Asylum seekers" living in hotels it makes you wonder how many will be living in Handforth.
