Do these figures include tax payer funded top-ups for councillors who make pension contributions as part of the local government scheme.?

I don't mind the money, so long as we get something positive to show for it.
Mostly, we have not. The public are punished with cuts in services, whilst waste, ineptitude, secrecy and arrogance flourish.
It's a great shame frankly. My expectations are not unreasonable. But when a penny is boastfully saved and a pound secretly lost, I'm at a complete loss as to understand how on earth the money paid to our Cllrs sustains and/or improves Wilmslow or Cheshire East for that matter.
