Revised plans expected for Adlington Road development

Cheshire East Council is waiting for a revised application from Jones Homes for their controversial plans to build a residential development off Adlington Road.

Speaking at the Town Council meeting on Monday, 17th March, Cllr Paul Whiteley said "The intention of the developers was to submit a revised application and the aim was to get the application to the strategic sub-committee meeting on the 2nd April. I spoke to the officer that's handling this today and the revised application is not yet ready and he has not seen it.

"If he was to write a report it would have to be done by the end of this week, that means that it looks as though it is very unlikely to get to that meeting on the 2nd April and so the developers will be aiming for the meeting after that (30th April)."

Jones Homes applied in December 2013 to to build 203 dwellings on the 10 ha greenfield site on the north eastern edge of Wilmslow. This land has been safeguarded for development in the Wilmslow and Macclesfield versions of the Local Plan for the last 25 years and has now been identified in the council's Local Plan as a strategic site which could deliver 200 homes.

Cllr Whiteley added "The application has been revised down to 193 houses on the site. There is an element now of bungalows which will be introduced in the affordable housing section.

"Bungalows are something to be desired because they are also dwellings for older people and so form a good basis for down sizing which obviously frees up houses in the market locally to satisfy the demand."

The Council has received over 200 letters of objection to the planning application (reference 14/0007M) including an objection from  Wilmslow Town Council.

The Town Council recommend refusal of the application on the grounds that the applicant's traffic assessment understates the impact of the development and does not take fully into account the impact of 950 new houses at Woodford; the development will make the already dangerous exit from Wilmslow Park North to Adlington Road even more dangerous; will increase the amount of traffic through Wilmslow Park, which is a private road, and the development is not sustainable because of inadequate infrastructure to support it.

They added that the risk of flooding has been understated and the density is too high and should be reduced to be more in keeping with the adjacent developments.

On the Council's website there is a document from the Enviroment Agency dated 5/3/2014. This document makes it clear that revised plans had been submitted directly to them from the developers and that these plans they now found acceptable, but with conditions.Having spoken to planning at CEC yesterday the original response from the Enviroment Agency has now been put on the website. So basically the Enviroment Agency said no - the developers then submitted their plans direct to the Enviroment Agency and not to CEC, although CEC clearly know what is in them. The developers now go away and modify their plans again (attempt 3) to fulfill the conditions requested by the Enviroment Agency and then resubmit formally. The protocol for planning is clear. Documents go through the local authority and signicant amendments may require re - consultation. Which bit doesn't CEC understand?

The councils' planning department is clearly showing a lack of open-ness that is in direct conflict with the Statement of Community Involvement that it is duty bound to uphold. I am appalled that this plan is going through two amendments without at the very least planning notifying neighbours by letter or email in order to allow us a further 21 days period to comment upon those changes as is our right.

The case officer for 14/0007M Paul Wakefield really does need to check his filing cabinet to make absolutely sure that ALL objections, comments, support or Legal Advice, no matter where or who from, is posted onto the web site, so we can view a transparent and open process. We should see it all, including minutes of meetings with Cllr P Whiteley and the builder. Mr Wakefield is a professional planner and I do not want to hear lame excuses that there were clerical or IT departmental mistakes made in filings or postings. Is everything now there?

Even yesterday I was unable to access documents recently posted that are in the hands of Paul Wakefield, the builder and our Cllr Mr P Whiteley.
Nick Bowles the Planning Minister has issued clear guidelines. I expect them to be adhered to.

Mr Whiteley failed to attend either the strategic review board (SRB) vote on the core planning strategy that includes this green field site, so did not speak. Many other Cllrs did. Some were in favour, others were not.
Nor did he attend the SRB vote on the Manchester Relief Road that crosses the A34 at Handforth Dean. Cllrs from elsewhere, spoke and raised concerns. Increases in traffic are modelled on out of date figures - too low. Both of these matter a great deal to Dean Row and to all Wilmslow. Does he care about us residents? Ask him at one of his constituency surgeries.

And what do you make of our Cllr going to a WTC meeting with these new plans, before they have been seen by the public? Please draw your own conclusions. What is transparent and open about the way 14/0007M is being handled by our council and councillor? Answers please in the ballot box May 2015.

Excuse me. At what point exactly was Councillor Whiteley going to allow the residents of Dean Row to look at these amended plans ? We have obvioulsy put our trust in the wrong man. I personally feel disfranchised.

This afternoon I have spoken to Paul Wakefield, the officer who is handling the Adlington Road application. He says that when the new plan is submitted by Jones' Homes all parties informed of the previous plan will be contacted again and comments can be made as before. So here we go again.....!!

Seeing how everything is not been done directly, ie bypassing the Council, we ought to be alert re Remenham, because I heard that the council want 5 houses on it and Wilmslow could have circa 30 flats on it
Anyone buying this would need to know what is planned, so let us see what the planners are plotting behind our backs, because they cannot be trusted, having read the above comments.
After all at one meeting in the Library, it took at least 10 minutes to get a straight answer from the Planning Officer.

This whole process seems to have been agreed upon already. Why can CEC not listen to Wilmslow Town Council and so many residents!! Our councillors are more concerned with moving this forward - at any cost!! We need to keep the pressure on, and this third plan (when we eventually are shown it) needs to be rejected again!!!

It is also of concern to me that there are still no published responses from either Highways with regard to road traffic safety concerns or the Arboreal Office in respect of the loss to trees and hedgerows on the planning website.

As I understand, the Enviroment Agency are supposed to receive these after the Council have seen them?
How is it that a builder can bypass this order of procedure
If this is so, why has not the Enviroment Agency sent these to the Council if received , not according to protocol?
Or is it that some things are better through the back door, whatever that can imply

So let me get this straight. Enviroment agency said no to first plan. Second plan direct to Enviroment Agency from the developers. CEC say they have not formally been submitted with the new plans. Enviroment Agency say that CEC hold all the relevant information. Just been to the website - no new plans on there. Who do you think is telling the truth?
