Lease of land for public toilets agreed

Having granted Wilmslow Town Council planning permission to provide public toilets in the town park, Cheshire East Council has now agreed to lease them the required land.

The Council will lease part of the car park at The Carrs to Wilmslow Town Council for a term of 30 years in return for £1 and a peppercorn rent.

This will result in the removal of three car parking spaces which will be replaced with a building containing two public toilets and a kiosk facility.

Subject to obtaining the necessary approval for the removal of the three car parking spaces, the lease of the land was approved at a meeting by the Cabinet Member for Regeneration Councillor Don Stockton.

The 30 year lease will be in line with the decision made by cabinet on 12th July 2016 and on standard terms that were decided by Cabinet on 5th September 2011 - where the use will be protected and the Town Council will be wholly responsible for the service and asset in the future.

A report prepared for the meeting on Friday, 2nd September, stated "The proposal would lead to the loss of three car park spaces and the potential loss of income from them. Based on the income levels in 2015- 16, the maximum loss this would be is in the region of £500 p.a. It is expected this would be offset by an increase in people parking to use the new facilities and parking in the remaining car parking spaces in the car park."

The intention is for the toilets and kiosk to be open from 8am to 6pm daily, they will be monitored by CCTV and there will be a 20p charge for using the toilets to fund the ongoing cleaning and maintenance.

The overall cost of the project is in the region of £108,000, £30,000 of which will come from section 106 monies passed over by Cheshire East Council. Wilmslow Town Council has earmarked £65,000 for the scheme and the balance will come from their general reserves.

Was this land not donated to the people of Wilmslow nearly a hundred years ago. If so how do the council claim the right to grant leases?
